When you have a blog or website; people visit your blog then these people visiting your blog is called as Traffic. Hence traffic is a measure of how many people visiting your blog or website. Suppose 1000 people visit your website daily then your blog traffic is 1000 visitors per day. Similarly we can find monthly traffic also.
As every country has certain rules and regulation related to each and every thing. Similarly internet audience is also under certain rules and regulation. These rules are governed by some authority which comprises of several countries work for general issue of common people keeping in mind the use of internet.
As internet use has been increasing like a rapid fire in past 4-5 years. Now everything is online. You can pay your bills, shop online, do business meetings just seating in your home. Taking these benefits, business companies , people are promoting their goods and services online using internet to reach people.

So, Countries are divided into 3 groups(tier) to distinguish internet traffic to help these advertising networks and people. There are some criteria on the basis of which these countries are being divided into various tier of countries.
What are Tier 1 Countries?
The countries whose governments have fully complied with the TVPA (full form is Trafficking Victims Protection Act’s) minimum standards are called as Tier 1 Countries.
What are Tier 2 Countries?
The countries whose governments do not fully comply with the TVPA (full form is Trafficking Victims Protection Act’s) minimum standards but are making significant efforts to bring themselves into compliance with those standards are called as Tier 2 Countries.
What are Tier 3 Countries?
The countries whose governments do not fully comply with the TVPA minimum standards and are not making significant efforts to do so are called as Tier 3 Countries.
